I get "All PCIe slots (CPU) limited to Gen3" message on bootup. How do I fix it?

Please check if the JOC_FS1 Jumper is enabled or short on the motherboard. When JOC_FS1 (Safe Boot Jumper) is enabled, the system will boot with default settings and lower PCIe (from CPU) to Gen3.
