How can I change fonts in the user interface while it is not scaled properly? (The picture attached here is for reference only)

This might happen on non-English version of Windows. But if your system is a English version and you are not satisfied with the font size, you maye check Microsoft support article number 2556182 to change the setting and learn more about this topic. http://support.microsoft.com/kb/2556182
To fix the problem of fonts that are not scaled properly, you need to change DPI setting to reset the font to normal size several times.
Please go to Control Panel/Appearance and Personalization/Display to adjust DPI setting.
On a Windows 7 laptop, you can click “Set custom text size (DPI)” in the left pane to create a custom DPI scale. On a Windows 8/Windows 8.1 laptop, you can change only the text size for a specific item through function of Change only the test size.
Furthermore, you can change screen resolution to make text appear larger or smaller but please do it when necessary. We still recommend keeping the native resolution to avoid blurry text.
